This is a weird little story that starts with the end of the world, but doesn’t really go anywhere. The little man with the hat and the flask obviously thinks he’s the only survivor of something (a neutron bomb, perhaps?) that wiped out everyone, leaving the buildings and stuff intact.

This kind of nuclear winter theme is very common, not just in the pages of Heavy Metal, but in other kinds of music and film of the period. Mutually assured destruction loomed heavily over everything and this kind of comical poke at the results speaks directly to the sensibilities of the kind of person who just wanted to have a little fun, not worry about such weighty matters.
