This page is a throwback to the dream sequence at the beginning of the story – same color scheme, costume and callback to Little Nemo in Slumberland. The difference being that this isn’t a dream sequence – the city that the little boy lives in now looks like this and he’s actively encouraged to walk around dressed like this. The punchline of the story is that he doesn’t want to live in this wonderland – something about it just doesn’t feel right to him. That’s a natural reaction, seeing as how the community is a wholly artificial construct.
