These two pages are linked, thematically. The top one is a dream sequence where the main character sees all of the mer-people trapped behind nets. The bottom page shows her actually freeing them from the nets. In that second page, though, they are actually manatees – which hearkens back to the idea that mermaid sightings were actually manatee sightings. If you look closely at the manatees, you can see white outlines of the mer-people on top of them. It’s faint and makes more sense if you’ve read the first page already.
