The way the censorship is applied on this page is very uneven. If you look in the second panel, the erection is still visible – but it’s certainly not the focus of the panel. I guess they just wanted to block out the truly obvious instances of it in the first and fourth panels, where it had a greater chance of being the focal point of the sequence.
