This page is a hot mess and it all comes down to that second panel, where the word balloons lead the eye astray. If you have a gutter of some kind separating the tiers, don’t put the balloons from the first tier below that gutter. And then do not compound that error by putting balloons from the lower tier above the balloons from the first tier. 

On a completely unrelated note, I like how Doge is translated as Dogo in the second panel. Oops.
