The standard notation for people speaking a different language is usually greater than/less than signs on either side of the paragraph. Here, they use quotation marks, which makes it look like they’re walking around quoting someone else’s dialogue instead of speaking in Chinese. Also of note is the last panel. Locals call Venice “The Maze” for a reason.
