This is a sarcastic send up of a particular brand of comics that appeared in the early part of the 20th century presented from a distinctly post-colonial point of view. In a culture that contains Tintin in the Congo, the point of a comic like this is fairly obvious. Without this context, the middle tier of this comic (the previous page contained more examples) is just about as racist as it gets.
