Using inset panels to convey the sequence is a questionable choice. I can understand why it was done, though – that giant image that makes up the background image must have taken a long time to render and the creators would have wanted to spotlight the effort. The inset panels are only showing the bit of the desert where the spire is coming up. I think I would have turned the inset panels into an actual tier across the top of the page.
