The plot of this story doesn’t make a lot of sense – something about a mad scientist who creates a machine to make people think that they’re underwater so they can be trained to attack submarines. Except that the machine is camouflaged as a humidifier that the scientist’s wife turns on high. This last splash page is the result – the entire city has been affected and now they all think they’re underwater.
