Of the scams that these two have perpetuated, this is one of the best. They rented an empty square from a restaurant owner and set up a new landmark attraction. They then paid a crowd to show up and make it look like the landmark was drawing a crowd. The restaurant owner then bought the landmark off them for a large sum. Very elegant.
