As high concepts go, this one is pretty silly. It might work for a single city or a smaller island, but the logistics get pretty complicated pretty quickly when you start to scale up. An entire galaxy? Sure. Having said that, they do make an effort to address some of the complexity as part of the plot of the story.

At any rate, it’s the last story by Gimenez, who died from COVID. And that bottom tier – where the panels zoom in, is such a great image. He will be missed.
