If you notice, there is a horizontal gutter that goes through the center of the page. That’s usually an indication that the story was originally serialized half a page at a time in some European anthology magazine. If you’re not convinced, notice that there are two distinct story beats on the page – one of which is just before the half-page gutter.

Also, that panel if the first tier is somewhat confusing because the pole in the far right of the panel looks like it could be a gutter indicating a panel break.
