It’s really clear that the artist of this story drew the woman’s breasts and then drew lines over them to indicate that she’s wearing a dress. If you look closely in the second panel, you can see that her nipples are visible. Note: this is not how breasts in dresses work.

Also note that the story was originally formatted at standard American comic book size. The giant black borders are a dead giveaway.
